The lower bound of possible canoeing is about 75 CFS. (This is assuming that you start no higher than Deer Mill Covered Bridge.)

Canoe liveries stop renting canoes at about 3 feet.

This River can really get flowing and becomes dangerous. It can also rise very quickly.

Chuck Smith of Cabins & Candlelight reports this for the river section upstream of Darlington (not detailed on this site): Anything less than 2.5 is getting a little low/rocky in spots.  Anything much over 3.0 feet brings some pretty strong currents.
